The Human Services Department has offices at 1717 Taylor Ave, Racine and at 209 N. Main St., Burlington.  The Workforce Development Center Burlington office is located at 496 McCanna Parkway.

NACo Health and Dental Discount Program

Racine County participates in the National Association of Counties (NACo) Prescription and Dental program. Any Racine County resident without prescription or dental coverage can use this program. Even if you have prescription insurance coverage, you may still benefit from the discount card since it may save you money on prescriptions your existing plan does not cover

Youth and Families

The Youth and Family Access Unit is available to provide information about, and complete referrals for services for a variety of issues facing children and families.  This Unit also receives reports of child abuse and neglect.  They can be contacted at:

Aging and Adult Disability

The Racine County Adult Protective Services Unit can be reached at 262-638-6752 to confidentially report suspected Elder abuse or an adult at risk. Information about, or referral for, any service identified in the "Aging" or "Adult Disability" sections of this website may obtained by emailing ADRC I & A or calling Monday through Friday, from 8:00 AM to 4:30 PM at:

Economic Support Division

Racine County Human Services provides economic assistance for various public assistance programs including FoodShare, Medical Assistance, and Childcare.

You may apply for benefits or speak with an Economic Support Specialist by calling 1-888-794-5820 Monday through Thursday from 8 am to 4:30 pm, and Friday from 10 am to 4:30 pm.  You may also apply online access.wi.gov.

Racine County Human Services is partnering with other community organizations to provide information and assistance regarding the Marketplace.  The new Health Insurance Marketplace helps uninsured people find health coverage.  When you fill out the Marketplace application it will tell you if you qualify for:

  • Private Insurance
  • Medicaid/Badgercare

The Wisconsin Client Rights Office (CRO) has responsibility for implementation and oversight of client rights. The term "client" means anyone in Wisconsin who is:

  • Receiving services for mental illness, a developmental disability, or substance abuse
  • Receiving protective services or is protectively placed under Chapter 55 of Wisconsin Statutes.
