Assessment Center - Access Services

The Racine County Assessment Center provides a single point of contact for access to Racine County funded Mental Health and Addiction (AODA) treatment services. The Racine County Assessment Center is comprised of Information and Assistance, Mental Health Mobile Response, addiction treatment services and the S.A.I.L. Program (Stabilization, Assessment, Information and Linkage).

Information and Assistance staff respond to questions from callers seeking information about services or other behavioral health issues. Staff members direct callers to the most appropriate service or resource agency that can provide a sympathetic response to their concerns and determines whether their questions or problems warrant follow-up. Information and Assistance is the single-point of contact for Racine County funded mental health and addiction services.

'Addiction' is the abuse of or addiction to alcohol, illegal drugs or prescription drugs. Services are provided to help adults overcome the addiction, both medically and psychologically.

There are a number of certified agencies providing counseling to adults who have substance abuse.  Counseling may include individual sessions, family sessions, and group sessions.  Counseling begins after a thorough assessment of the person’s needs, reasons for the addiction, and motivation to change.  Counseling may be paid privately, with private insurance, with Medicaid (Title 19), or as a last resort, using public funds.

Residential Treatment

At times, the substance abuse is so severe that the person needs to leave their home in order to focus on the beginning of their treatment.  Residential treatment may occur in a specialized hospital setting.  However, in Racine, there are also several community based residential facilities that provide treatment for 45 to 60 days, with additional treatment for up to 180 days for men needing help transitioning back into their community life.  Adults must be medically stable in order to begin residential treatment.

Detoxification

Detoxification is a medical procedure that clears a person’s body of the harmful physical effects of alcohol or drug abuse.  This service always occurs either in a hospital setting or in a specially licensed medical detox facility.  The person is monitored for three to five days for changes in blood pressure, possible seizures, and other medical reactions to having the drugs leave the person’s system.

Court Ordered

At times, the effects of the dependence or abuse of alcohol or drugs can cause problems for the person’s family relationships, job performance, or breaking the law.  Especially in cases where the situation rises to crisis proportions or law enforcement becomes involved, the person may be detained or arrested.  Both circumstances will cause the case to go into court, where the person may be ordered to receive treatment.  If the person does not comply, they may be jailed.  The person must pay or arrange to pay for treatment in these cases, even though it is court ordered.

Alcoholics Anonymous Support

Alcoholics Anonymous (AA) is a well known support group for persons who are recovering from alcohol dependence.  A person can find a meeting every day of the week.  Because of it’s successful format, there are now Cocaine Anonymous, Narcotic Anonymous, and Gambler’s Anonymous.  For more information, contact the AA Central Office at  554-6611.

Jonathan Delagrave, Human Services Director, is responsible for the overall operation of the Department while Division Managers have more limited areas of responsibility. 

If you are receiving service from the Human Services Department your most effective way for communicating with the department is through the social worker or case manager assigned to you or their immediate supervisor.  Your social worker or case manager can tell you the name and contact information of their supervisor.  They can also provide information about appealing a decision that you believe is wrong.

If you are not receiving services from the department but wish to find out more information you may call 411 who will direct your call to the person or agency in Racine County that can provide the information you seek.
