The Human Services Department has a Proposal Writer to assist in the development of new initiatives, as well as to obtain additional funding for human services programs. In an era of increasing expenses and declining funding for human service programming, it is necessary for the department to not only make the best use of existing resources, but work in tandem with other agencies to enhance prevention programming. This in turn helps to offset the cost of mandated programs, such as juvenile detention, out of home placements, and corrections. Racine County has developed some exemplary collaborative relationships, primarily in the Workforce Development Center and Youth Services Divisions.
Racine County works in collaboration with many community organizations to assist in the development of new initiatives that will enhance the quality, or fill a gap in services provided to those in the community.
A primary example of Racine's commitment to excellence and partnership is the Workforce Development Center which one the 1999 National One Stop of the Year award from the National Alliance for Business. The WDC, whose mission is to promote the economic prosperity of our community, is a collaborative effort of the following organizations:

- Racine Area Manufacturer's and Commerce
- Racine County Human Services Department
- Racine County Economic Development Corporation
- State of Wisconsin Dept. of Workforce Development
- University of Wisconsin-Parkside
