Proposals

Each year Racine County Human Services Department utilizes a Program Specification or Competitive Bid Specification process to solicit proposals or applications from agencies wishing to provide services.  These specifications are descriptions of the services that the County is requesting, as well as the proposed unit cost of the service, reimbursement rate, and the numbers of individuals (units) to be served.  While some of the services are procured competitively, others are awarded to agencies that have provided the service effectively in the past.  Ordinarily, proposals are requested for specific services during the month of August, with proposals due in September.  The Request for Funding (RFP) notice is advertised in the Racine Journal Times, as well as on this website.  Funding decisions are made during the month of October for contracts awarded the following year. As service needs arise throughout the year, competitive bids are also solicited.  These bids are also publicly announced both in the newspaper and on the HSD website.

Agencies applying to provide Residential Services (Adult Family Homes and Community Based Residential Facilities) utilize the Residential Application for Funding. Other agencies utilize the Non-Residential Application for Funding.  Both proposal applications can be obtained on this website.
