Contracting

Contracting is a Partnership Racine County Human Services Department contracts with approximately 100 organizations to provide necessary services for our community. Services are provided to the frail elderly, individuals with disabilities, those with AODA and mental health issues, youth and families, as well as economic support services to those in need. Through the Racine County Workforce Development Center services are provided to both employers and those seeking employment and training. Racine County views this service provision as a partnership with the contracted organizations to provide quality services with which the consumer is satisfied.

All agencies that receive more than $10,000 from Racine County are required to enter into a contractual agreement. This agreement includes a description of the services provided with specific objectives, contracted outcomes, as well as the per unit rate (if applicable) and total amount of funding the agency will receive to provide a particular service. In addition to contracting for services delivered to customers, Racine County also contracts with over a dozen agencies to provide staff to operate the Racine County Dennis Kornwolf Service Center.

If your agency is interested in contracting with Racine County to provide any of the services listed below, review the proposal application process on this website and the program specification for each service. The application process begins in mid-August with proposals due during late September.  Check the Human Services website for details each year. Competitive bids are advertised in the Racine Journal Times and on the Human Services Dept. website. Contracts are monitored regularly through outcome reports, customer satisfaction surveys, site visits, and ongoing staff/consumer feedback.
