As you can see from this website, the Human Services Department (HSD) is a very large operation that delivers a wide array of services to the citizens of Racine County. Please explore this site to find information about the services presently offered by HSD. Mission

The Mission of the Racine County Human Services Department is to foster healthy, self-reliant individuals and families. We are committed to supporting a sustainable community using methods that:

  • Promote independence
  • Strengthen Families
  • Encourage Healthy Behavior
  • Provide services of value to taxpayers
  • Protect vulnerable children, adults and families

In order to accomplish our Mission, the Human Services Department provides a host of prevention and treatment programs in addition to services for employers and job seekers. These programs strive to make available the most cost-effective services which will help attain a healthy and self-sufficient life. Many programs are geared toward specific populations such as adults, abused/neglected children or persons with disabilities. Some are court-ordered services and others are more inclusive, supporting individuals’ goals for educational or vocational achievement.

The services offered by the Human Services Department are dynamic. That is, as our citizens’ needs change, we attempt to modify existing programs or create and implement new ones within the existing budget constraints. Federal, State and private grants are an important funding mechanism for the Human Services Department. More than 80% of the operating budget comes from non-tax levy sources. Many of the services are provided through contracts with local agencies which further strengthens our community.

  • Receiving services for mental illness, a developmental disability, or substance abuse
  • Receiving protective services or is protectively placed under Ch. 55, Wis. Stats.

Jonathan Delagrave, Human Services Director, is responsible for the overall operation of the Human Services Department while Division Managers have more limited areas of responsibility. 

If you are receiving service from the Human Services Department your most effective way for communicating with the department is through the social worker or case manager assigned to you or their immediate supervisor.  Your social worker or case manager can tell you the name and contact information of their supervisor.  They can also provide information about appealing a decision that you believe is wrong.

If you are not receiving services from the department but wish to find out more information you may call 411 who will direct your call to the person or agency in Racine County that can provide the information you seek.
