Civil Rights Compliance is required of agencies that contract with Racine County by federal and state laws. These laws include Title VI of the Civil Rights Act of 1964, Section 504 of the Rehabilitation Act of 1973, Title VI and XVI of the Public Health Service Act, the Age Discrimination Act of 1975, the Omnibus Budget Reconciliation Act of 1981, and the Americans with Disabilities Act (ADA) of 1990. These laws all relate to non-discrimination of any person on the basis of age, race, color, disability, association with a disability, gender, creed or religion, arrest or conviction, national origin, ancestry, political belief or affiliation. If you contract to provide services that would otherwise be provided by Racine County directly, you will be required to comply with these same laws.
Agencies that are funded through the Department of Human and Family Services or the Department of Workforce Solutions that have more than 25 employees and contract for more than $25,000 in federal and state revenues must submit a two-year Civil Rights Compliance Plan. Funding recipients that have less than 25 employees or contract for less than $25,000 are required to submit a Letter of Assurance that contains their Civil Rights Compliance and Limited English Proficiency policy.
All agencies that contract with Racine County are required to have an Equal Employment Opportunity Commission Policy Statement posted in a conspicuous location within their facility.
